Brownfield Remediation, Smarthouse Way Southern Tract
EnSafe expedited the remediation of the Smarthouse Way Southern Tract — a 5.8-acre Brownfield site — using risk-based methods and turnkey construction services that saved Main Street Argenta 48% of the construction cost and swiftly brought the project to a close by developing an approach that quickly gained client and regulatory consensus.
Overall, EnSafe simplified the remediation approach, gained regulatory approval, and executed the entire project in 10.5 months after the site had been stalemated for almost three years, failing to find a balance between regulatory requirements and budgetary/redevelopment constraints. The expedited cleanup paves the way for meeting the community development organization’s goal of enhancing economic revitalization in downtown North Little Rock by drawing residents to a prime location that was an environmental liability.
As originally scoped, EnSafe estimated the construction cost of at $480,000. EnSafe presented several real-time, risk-based cleanup alternatives developed using Geographic Information Systems software. Regulators agreed upon a residential risk-based cleanup based on site-specific action levels for lead and polychlorinated biphenyls, resulting in a final construction cost of $251,000 — a $229,000 cost-savings.
This project won the 2009 Environmental Grand Award in the American Council of Engineering Companies of Tennessee's Engineering Excellence competition.
